Drawing on a landscape analysis of existing data-sharing initiatives, in-depth interviews with expert stakeholders, and public deliberations with community advisory panels across the U.S., we describe features of the evolving medical information commons. We identify participant-centricity and trustworthiness as the most important features of an MIC and discuss the implications for those seeking to create a sustainable, useful, and widely available collection of linked resources for research and other purposes.

Failure is seen as a problem in education. From failing schools, to failing students to rankings of universities, literacy or numeracy, the perception that one has failed to compete or to compare favourably with others has led to a series of policy initiatives internationally designed to ensure ‘success for all’. But when success is measured in comparison with others or against benchmarks or standards, then it is impossible to see how all could be successful given the parameters laid down. What (...) are the implications of a culture that values success and achievement? How difficult is it to become the kind of individual who is flourishing, autonomous and becomes ‘all she can be’, in particular under the precarious conditions of contemporary capitalism? Samuel Beckett was sceptical of the quest for progress, production and prestige. His philosophy invites another way of thinking about failure, not as something one is, but rather as something one does: the pain and fear of inadequacy that can mark educational relations and experiences is alleviated by a more renunciative, gentle philosophy of education. There are two interwoven strands in this article. One questions the emphasis on competition and achievement in contemporary education and explores its implications for our relationship to failure. The second, strongly influenced by Beckett, explores ways of reimagining our relationship to failure in such a way that allows us to reflect on what matters in life. (shrink)

Mark Jago presents and defends a novel theory of what truth is, in terms of the metaphysical notion of truthmaking. This is the relation which holds between a truth and some entity in the world, in virtue of which that truth is true. By coming to an understanding of this relation, he argues, we gain better insight into the metaphysics of truth. The first part of the book discusses the property being true, and how we should understand it in (...) terms of truthmaking. The second part focuses on truthmakers, the worldly entities which make various kinds of truths true, and how they do so. Jago argues for a metaphysics of states of affairs, which account for things having properties and standing in relations. The third part analyses the logic and metaphysics of the truthmaking relation itself, and links it to the metaphysical concept of grounding. The final part discusses consequences of the theory for language and logic. Jago shows how the theory delivers a novel and useful theory of propositions, the entities which are true or false, depending on how things are. Selected as a Financial Times Best Book of 2013Governments today in both Europe and the United States have succeeded in casting government spending as reckless wastefulness that has made the economy worse. In contrast, they have advanced a policy of draconian budget cuts--austerity--to solve the financial crisis. We are told that we have all lived beyond our means and now need to tighten our belts. This view conveniently forgets where all that debt came from. Not from an orgy of government (...) spending, but as the direct result of bailing out, recapitalizing, and adding liquidity to the broken banking system. Through these actions private debt was rechristened as government debt while those responsible for generating it walked away scot free, placing the blame on the state, and the burden on the taxpayer. That burden now takes the form of a global turn to austerity, the policy of reducing domestic wages and prices to restore competitiveness and balance the budget. The problem, according to political economist Mark Blyth, is that austerity is a very dangerous idea. First of all, it doesn't work. As the past four years and countless historical examples from the last 100 years show, while it makes sense for any one state to try and cut its way to growth, it simply cannot work when all states try it simultaneously: all we do is shrink the economy. In the worst case, austerity policies worsened the Great Depression and created the conditions for seizures of power by the forces responsible for the Second World War: the Nazis and the Japanese military establishment. As Blyth amply demonstrates, the arguments for austerity are tenuous and the evidence thin. Rather than expanding growth and opportunity, the repeated revival of this dead economic idea has almost always led to low growth along with increases in wealth and income inequality. Austerity demolishes the conventional wisdom, marshaling an army of facts to demand that we austerity for what it is, and what it costs us. (shrink)

In this book Mark Wynn argues that the landscape of philosophical theology looks rather different from the perspective of a re-conceived theory of emotion. In matters of religion, we do not need to opt for objective content over emotional form or vice versa. On the contrary, these strategies are mistaken at root, since form and content are not properly separable here - because 'inwardness' may contribute to 'thought-content', or because emotional feelings can themselves constitute thoughts; or because, to put (...) the point a further way, in religious contexts, perception and conception are often infused by feeling. Wynn uses this perspective to forge a distinctive approach to a range of established topics in philosophy of religion, notably: religious experience; the problem of evil; the relationship of religion and ethics, and religion and art; and in general, the connection of 'feeling' to doctrine and tradition. The paper presents an account of the concept of existence that is based on Brentano’s work. In contrast to Frege and Russell, Brentano took ‘exists’ to express a that subsumes objects and explained it with recourse to the non-propositional attitude of acknowledgment. I argue that the core of Brentano’s view can be developed to a defensible alternative to the Frege-Russell view of existence.

In New Philosophy for New Media, Mark Hansen defines the image in digital art in terms that go beyond the merely visual. Arguing that the "digital image" encompasses the entire process by which information is made perceivable, he places the body in a privileged position -- as the agent that filters information in order to create images. By doing so, he counters prevailing notions of technological transcendence and argues for the indispensability of the human in the digital era.Hansen examines (...) new media art and theory in light of Henri Bergson's argument that affection and memory render perception impure -- that we select only those images precisely relevant to our singular form of embodiment. Hansen updates this argument for the digital age, arguing that we filter the information we receive to create images rather than simply receiving images as preexisting technical forms. This framing function yields what Hansen calls the "digital image." He argues that this new "embodied" status of the frame corresponds directly to the digital revolution: a digitized image is not a fixed representation of reality, but is defined by its complete flexibility and accessibility. It is not just that the interactivity of new media turns viewers into users; the image itself has become the body's process of perceiving it.To illustrate his account of how the body filters information in order to create images, Hansen focuses on new media artists who follow a "Bergsonist vocation"; through concrete engagement with the work of artists like Jeffrey Shaw, Douglas Gordon, and Bill Viola, Hansen explores the contemporary aesthetic investment in the affective, bodily basis of vision. _Rational Animals: The Teleological Roots of Intentionality_ offers an original account of the intentionality of human mental states, such as beliefs and desires. The account of intentionality in _Rational Animals_ is broadly biological in its basis, emphasizing the continuity between human intentionality and the levels of intentionality that should be attributed to animal actions and states. Establishing the goal-directed character of animal behavior, Mark Okrent argues that instrumentally rational action is a species of goal-directed behavior that is idiosyncratic to (...) individual agents and is distinguished by its novelty and flexibility. He also argues that some nonlinguistic animals are capable of instrumental rationality and that in the first instance, the contents of beliefs and desires are individuated by the explanatory role of those states in rationally accounting for such instrumentally rational behavior. First, we explain the conception of trustworthiness that we employ. We model trustworthiness as a relation among a trustor, a trustee, and a field of trust defined and delimited by its scope. In addition, both potential trustors and potential trustees are modeled as being more or less reliable in signaling either their willingness to trust or their willingness to prove trustworthy in various fields in relation to various other agents. Second, following Alfano (forthcoming) we argue that the social scale of (...) a potential trust relationship partly determines both explanatory and normative aspects of the relation. Most of the philosophical literature focuses on dyadic trust between a pair of agents (Baier 1986, Jones 1996, Jones 2012, McGeer 2008, Pettit 1995), but there are also small communities of trust (Alfano forthcoming) and trust in large institutions (Potter 2002, Govier 1997, Townley & Garfield 2013, Hardin 2002). The mechanisms that induce people to extend their trust vary depending on the size of the community in question, and the ways in which trustworthiness can be established and trusting warranted vary with these mechanisms. Mechanisms that work in dyads and small communities are often unavailable in the context of trusting an institution or branch of government. Establishing trust on this larger social scale therefore requires new or modified mechanisms. In the third section of the paper, we recommend three policies that – we argue – tend to make institutions more trustworthy and to reliably signal that trustworthiness to the public. First, they should ensure that their decision-making processes are as open and transparent as possible. Second, they should make efforts to engage stakeholders in dialogue with decision-makers such as managers, members of the C-Suite, and highly-placed policy-makers. Third, they should foster diversity – gender, ethnicity, age, socioeconomic background, disability, etc. – in their workforce at all levels, but especially in management and positions of power. We conclude by discussing the warrant for distrust in institutions that do not adopt these policies, which we contend is especially pertinent for people who belong to groups that have historically faced (and in many cases still do face) oppression. In this chapter, the focus switches from perception to memory. I shall argue that the sort of principles which emerged in the discussion of perception also apply to the case of memory. More precisely, I shall argue that precise analogues of the principles P1–P4 occur for at least some memory processes. Consequently, at least some memory processes can be understood not as purely internal processes, but as a series of interactions between a remembering organism and its environment. For at least (...) some memory processes, that is, there is no respectable theoretical reason for regarding them as purely internal processes. On the contrary, although not all forms of remembering necessarily involve interactions between organisms and environments, none the less the type of memory peculiar to modern human beings is typically made up of both internal and external processes, and, hence, the cognitive structures responsible for this type of memory are essentially environment-involving.
